Reports show dog attack suspect is no stranger to animal services

AUGUSTA, Ga. (WRDW/WAGT) - We’re learning new details about the suspect who was arrested in a deadly dog attack that killed 21-year-old Samara Rogers.

It happened Wednesday morning on Ira Road, where reports say Rogers was attacked and killed.

Later, we were on scene as two dogs were taken out of a home by animal control.

Charles Blackwell, 55, was arrested and charged just hours after Roger’s death with involuntary manslaughter.

Arrest warrants state Blackwell did “cause the death of another human without any intention to do so.” The warrants say Blackwell is the primary owner and responsible party of his two dogs.

Suspect arrested in Augusta shooting death of 19-year-old

A suspect has been arrested in relation to a deadly shooting near Dogwood Terrace back in April, according to the Richmond County Sheriff’s Office.

The warrants state the dogs escaped under the control of Blackwell and attacked Rogers, who was bitten in multiple times in the face and torso.

Documents from the Richmond County Sheriff’s Office show Blackwell is no stranger to Augusta Animal Services.

Speaking to neighbors in the Ira Road area, they say the dogs in the area have a history of aggression.

The Richmond County Sheriff’s Office says there are no records of incidents at the home the dogs were taken out of on Ira Road.

We asked Animal Services for any reports with Blackwell listed as the owner.

An Orangeburg man is facing multiple charges, including burning a puppy, according to the Orangeburg County Sheriff’s Office.

We got a paper trail going back more than a decade.

Some of the reports have a different location, but the common theme is Blackwell’s name listed as the owner responsible.

The most recent case took place just within the last year.

The report from Augusta 2023 says a man was jogging when four dogs attacked him. The report states two of the dogs bit the jogger.

One dog was taken away by animal control, along with another dog. The report states seven puppies were also surrendered.

In 2020, there was another bite case that involved a 12-year-old, who was bite on the leg.

The report states Blackwell agreed to sign the dog over knowing it would be euthanized for a bite case.

A report from 2019, which also lists Blackwell as an owner, involves a dog biting someone at a Family Dollar.

The report says, “Mr. Blackwell who I ed dealing with last time with this specific dog named Gator bit a person just last year.”

The report ends by saying “This is the third known bite case involving this dog named Gator. It will be our recommendation to have the dog euthanized.”

We also have a 2018 report with Gator listed as the dog and Blackwell as the owner.

The report says the dog bit a man on the leg. However, that person did not pursue charges.

We are still trying to find out the status of the dogs involved in this most recent case.
