(InvestigateTV) — It’s a scene that plays out on city streets across America.

People soliciting for money in public places, otherwise known as panhandling. It’s considered a form of free speech and, therefore, protected by the First Amendment.

It often takes place on busy roads and some drivers in Tennessee have raised concerns after spotting panhandlers with young children.

Police in Nashville are dealing with the issue and say it’s risky behavior but doesn’t always qualify as abuse or neglect.

Reporter Amanda Hara takes us there and gets insight into when state agencies say they can get involved.
